The Purpose:
  • To manage and oversee the Technology Project Office which entails the strategic/tactical management & coordination of Technology related Project Portfolio across all Information Systems, Technology, Business Partners (Internal & External), Outsourcing and Turnkey partners.
  • Responsible for managing strategic / Program projects within the constraints of scope, resources, deliverables, quality, time, and cost, to deliver specified requirements and meet customer satisfaction. Responsible for directing and coordinating professional staff and/or work force in the design and production of product and service consistent with the goals and objectives of the project. Promote to innovative solutions, value management, cost-effectiveness, functional efficiency, and customer satisfaction. Manage Project end to end activities within cross-divisional. Ensure that projects are tracked, reported, risk identified and mitigated. Provide support for Project development and Project Management presentations and project deliverables. Control the Strategic Roadmap and way forward, and communicate it across the Technology Division. Follow Ooredoo PLM & PMO announced project life cycle process.
Key Accountabilities & Activities:
  • Manage the Strategic Roadmap, in terms of end to end Project and Program Management support for Cross Divisional Project scopes.
  • Recognize the project's Key Success Indicators and manage the work within scope, resources, deliverables, quality, time, and cost constraints.
  • Ensure all the project's requirements and/or objectives are correctly gathered, understood, documented and properly translated for production.
  • Ensure all project requirements and/or objectives are properly documented in a Business Case and/or Project Brief, as appropriate, and vigorously pursued.
  • Manage in Project Management Strategic and Program Projects as defined in the road map for Business Critical and Cross Divisional projects / products.
  • Prepare short-term plans or stage plans as the project progresses.
  • Manage deviations from plan through change control process.
  • Projects and program management following the project management methodology as defined by company.
  • Recommend, obtain, manage and coordinate all necessary services and competent staff for the project. Effectively apply Ooredoo Telecom methodology and enforces project standards.
  • Ensure timely activity, integration and productivity of technical support.
  • Administer efficient use of resources to meet requirements with clear identification of task completion.
  • Analyse impact on other systems/elements on the existing infrastructure.
  • Manage conflicts to an early resolution.
  • Identify, quantify and follow up issues likely to cause risk or delays to projects.
  • Liaise with project's sponsor and owner's representatives or users on issues.
  • Liaise with supplier and contractor representatives.
  • Confirm and disseminate all applicable professional, technological, regulatory standards and guidelines applicable to the work.
  • Ensure quality assurance and quality control is followed.
  • Facilitate project risk reviews and appropriate mitigation.
  • Escalate decisions and any unresolved issues to the next level of management and make recommendations.
  • Facilitate communication as appropriate to all involved and maintain contact with owner's stakeholders to ascertain project requirements and/or level of satisfaction with progress and performance.
  • Document and report all obstacles, delays, and claims to top management.
  • Track and report progress including realistic forecasts of final target positions.
  • Coordinates interdepartmental functions in order to minimize delays.
  • Exchange ideas, information and opinions with all stakeholders to arrive at decisions, conclusions, solutions, or solve disputes.
  • Prepares and delivers formal presentations to colleagues and management.
  • Manage the transfer of care, custody and control of the final product/service.
  • Ensure proper assembly of documentation.
  • Assist Manager in achieving department’s objectives.
  • Quality checks all plans and deliveries in terms of data integrity and accurateness.
  • Meet quality and performance KPI with supporting documents.
  • Ensure that upper management is informed on all critical issues pertaining to the area responsible for (Through management reports & by timely escalations).
  • Provide reports, make standard reports and tailor makes them where necessary.
  • Assist the management in developing and implementing procedures and standards that will provide effective workflows.
  • Handle projects escalation and deviations from the original plan and scope. Implement mitigation plan and resolutions as needed.
  • Coach and train the Project Managers on the project management principles and conflict resolutions.
  • Assign Projects to PMs based on workload and capacity.
  • Report on the strategic projects overall delivery
  • monitor the various project performance and adherence to the timelines.
  • Facilitate proper tools, procedures, documents, template to Project Manager to support them in the day to day activities
  • Ensure a healthy and cooperative environment to the project manager to perform their daily task and responsibilities
  • Build and impose common process and guidelines for the project manager to follow and adhere
  • Review and approve the project plans and methodology proposed by the project vendors.
  • Oversee the project reporting and communication from the PMs to the internal and external stakeholders Manage the ADM FMO vendor delivery and quality.
  • Ensure the vendors adhere to the contractual SLAs and scope. Apply service credit and penalties when applicable
  • Enforced processes and policies to ensure strong governance over the Ooredoo team and the involved vendors.
  • Resolve any conflicts and handle escalation related the FMO ADM vendor
  • Facilitate access, data, pre-requisites, tools and working environment to the vendors to ensure smooth delivery and healthy working environment
  • Manage the vendor capacity and load, to handle the business demand fluctuation
  • Handle communication between the vendor and Ooredoo Kuwait stakeholders
  • Timely escalation to management in case of the vendor deviation from process, commitments or scope
  •  Monitor the vendor performance, give guidance to enhance and improve the delivery and quality.
  • Produce report showing the vendor performance and adherence
  • Constantly evolve and enhance the process with the vendor to improve the time to market, quality and eliminate manual and repetitive by introducing the right tools
  • Adopt and promote the agile methodology and Dev-Ops to the CRs and product deliveryHandle the business CRs and demand.
  • Manage the business delivery road map.
  • Manage the CRs priority and timelines according to the business demand and urgency.
  • Evaluate and ensure business CRs has all the required pre-requisites and approval.
  • Assign the CRs and business requests to the Technical PMs accordingly to the capacity and work load.
  • Handle business escalations and concerns.
  • Handle communications between the internal stakeholders and the relevant vendors.
  • Align the business road map with the technology strategic project delivery plan.
  • Facilitate tools, pre-requisites, data, resources and documents to business stakeholders. This is to help them manage, test and monitor their CRs and business demand.
  • Report the CRs delivery and performance to the management and the business stakeholders.
  • Constantly evolve and enhance the demand delivery process, to speed the time to market and improve the delivery quality.
  • Adopt and promote the agile methodology to the CRs and product delivery.
  • Guide and support the business while raising the business requirement and ensure alignment with the process.All responsibilities as defined above in Technical Project Management
  • Co-ordinates input on projects priority with business unit heads and negotiates project priorities based on limited resources
  • Provides coaching, guidance  and motivation of project managers in the dynamic Technology and business environment
  • Contribute to the motivation of junior staff, providing day to day assistance where necessary.
  • Required to guide and influence peers within Technology in good project management practicesProactively take responsibility for self-improvement by staying well-informed of developments, knowledge and innovations in relevant field of expertise.

Requirements:
  • 5+ years relevant project management experience
  • Good project management skills
  • Knowledge of the Telecom industry would be an advantage
  • Ability to operate in a diverse multicultural, multinational work environment, exhibiting appropriate sensitivities
  • Good knowledge of applications like Microsoft Project, MS Visio & MS Office Excel, Power Point, Word etc.
  • Excellent command of both written and verbal English, Arabic would be an advantageStrong Analytical Skills

Qualifications:
  • Bachelor degree in Engineering or related discipline and appropriate registration with a recognised professional institute
  • Project Management Qualifications and Accreditations, at least Certified Project Management Professional (PMP) or higher certification accredited by PMI.
