A. PURPOSE & CONTEXT:

Purpose:

 In Managed Services environment, handling the Quality and Performance scope is highly critical to ensure that all Contractual KPIs/PIs Targets are achieved and User Quality of Service (QOS) and Quality of Experience (QOE) are fulfilled and protected.

 

Context :

Network operation is handled by Vendor Managed Services. Key responsibility is to keep close eye on the Operation as performance Control layer and ensure that all Contractual KPI/PIs are achieved (not limited to National only) but on a micro city/cluster level to ensure a balance between managing the vendor on Quality and the customers’ user perception.
B. ROLE ACCOUNTABILITIES:

Overview

 Quality and performance of the network should be maintained, stabilized and improved continuously. To achieve those targets, the scope should manage the vendor MS on daily basis through monitoring KPIs/PIs degradations, raising issues with priorities and SLAs, and most important follow up for the resolution.

 Right KPIs/PIs are defined with baselines and targets. Looking to the right KPIs with optimized formulas, ensure that the User Perception is protected and guaranteed on a micro level.

 The role should manage its team to achieve the targets in different areas of the network as defined by Management and in collaboration with the Optimization Team.

C. EXPERIENCE AND QUALIFICATIONS:

Minimum Experience & Essential Knowledge

  • Minimum 3 Years in Telecom with operators or vendors from Regional experience
  • Good knowledge and understanding in defining KPIs/PIs for Radio, Core (CS & PS), VAS, Transmission (IP, DWDM, MW)
  • Able to manage a team to achieve the defined targets.
  • Ensure the coordination between different departments (Planning, MS, Optimization, Operation, and B2B) to perform cross functional alignment for better understanding and to correlate with network issues.
  • Daily follow up on performance degradation through escalation with different priorities. Continuous follow up for the resolution.
  • Ability to challenge the team to fulfil the requirements and enhance the knowledge at different levels
  • Knowledge of Nokia, ZTE, ALU is a plus for better understanding and management of OML
  • Optimization experience is required for the role

Minimum Entry Qualifications

  • Minimum experience in Telecom Performance & Quality management, recommended 3 Years
  • Good knowledge in Managed Services environment and SLAs to deal with Vendor management at different levels
  • Optimization experience is required for the role

Reports to :  Service Assurance Senior Manager

Interacts with: Ooredoo Planning, Managed Services, Operation, B2B and Marketing depts.
