A. ROLE & CONTEXT:

Purpose:

Responsible for leading Marketing & Sales sourcing activities for Ooredoo Myanmar

Interacts with Marketing & Sales team and group strategic sourcing team to define the Marketing & Sales category roadmaps for implementation of category sourcing initiatives.

Manages the tendering, negotiation and selection of suppliers on behalf of Ooredoo Myanmar.

Manages relationships of Marketing & Sales suppliers to drive improvements in supplier performance.

Supports the development of category sourcing performance targets and reports, and ensures business compliance on policies and procedures.

Support sourcing activities for all Marketing & Sales categories for Ooredoo Myanmar

 

Context:

Ooredoo Myanmar Procurement is responsible for coordinating sourcing activities and negotiating best terms with suppliers on major spend categories for Ooredoo Myanmar.

The sourcing strategy should be aligned with Ooredoo group strategy (growth, financial targets, branding, etc.) and match the needs of Ooredoo Myanmar.

To achieve the best possible deals with strategic vendors, whilst aligning with group strategic sourcing strategy.

Suppliers for Ooredoo Myanmar should be centrally managed where possible to ensure a clear strategy with one voice is communicated.

 Performance of the category sourcing activities should be measured and reported to the relevant stakeholders.

 

B. ROLE ACCOUNTABILITIES:

Overview:

Strategy definition and communication:

  • Manages the Marketing & Sales category, developing and executing sourcing strategies for Ooredoo Myanmar
  • Supports the internal and external category profiling (i.e., spend analysis, demand analysis, supply market analysis) and identification of potential levers to lower total cost
  • Supports the Strategic Sourcing Manager in defining category specific sourcing policies and procedures (e.g., single sourcing, supplier panels, etc.)
  • Builds strong collaborative networks and communicates with internal stakeholders and relevant group stakeholders to ensure alignment on the category sourcing strategies
  • Supports the Strategic Sourcing Manager in defining category specific sourcing policies and procedures (e.g., single sourcing, supplier panels, etc.)
  • Builds strong collaborative networks and communicates with internal stakeholders and relevant group stakeholders to ensure alignment on the category sourcing strategies

Tendering, negotiation and contract management:

  • Manages Marketing & Sales category sourcing activities, supervising locally-led sourcing teams
  • Supports the tendering process, evaluation of submissions and selection of Marketing & Sales suppliers for all Marketing & Sales categories
  • Supports the implementation of Group Sourcing Contracts (GSCs)
  • Conducts effective change management with stakeholders post-implementation to realise value from initiatives

Supplier relationship management (SRM):

  • Supports the development of suppliers’ KPIs and scorecard and manages the collection of supplier performance data
  • Manages the relationships of centre-led Marketing & Sales suppliers, and conducts regular supplier reviews

Performance reporting and compliance:

  • Supports the development of measurable category objectives and targets, and produces regular reports
  • Promotes compliance on Ooredoo Myanmar policies, processes and procedures

People management:

  • Manage and support employee within same category in procurement department. Communicate, support, monitors progress across cross functional team

 

 

C. EXPERIENCE AND QUALIFICATION:

Experience & Essential Knowledge

  • Minimum 9 years relevant strategic sourcing or category management experience, of which 4 years should be in telecommunications or Marketing & Sales area.
  • Proven experience in managing Marketing & Sales categories and implementing sourcing strategies across multiple operating companies
  • Proven expertise in managing and negotiating with suppliers in relevant supplier markets within Telecommunications and Marketing & Sales.
  • Fluent in English (both written and verbal)
  • Experience in APAC / Myanmar preferred Written/oral fluency

Entry Qualifications

  • Minimum bachelor degree qualification, preferably should be in Mobile communication related or business/finance/legal/ network discipline
  • Preferably certified by a relevant professional body (e.g., CIPS, CPM) or qualified with a relevant Master’s degree (e.g., Supply Management)

  • Strategy: Ooredoo Myanmar spend covered by category sourcing strategies
  • Tendering: Savings generated by sourcing initiatives
  • SRM: Additional quantifiable benefits generated on spend through strategic supplier relationships (e.g., cost avoidance due to demand management, inventory reductions)
  • Performance: Business compliance on Ooredoo Myanmar / Group Sourcing Contracts
E. KEY RELATIONSHIPS & DECISION MAKING:

  • Relevant Ooredoo Myanmar stakeholders (Marketing & Sales team)
  • Relevant Group stakeholders (Group strategic sourcing team)
  • Strategic Marketing & Sales suppliers

Decision making

Supports the Procurement Director and Group Category lead in decision making related to the source to contract process for the categories in scope of responsibility.
