The Role:

Responsible for the complete planning, design and engineering for all BSS systems (Billing, IN,, Subscription life cycle management,  mediation, provisioning, whole sale billing, voucher management & Etopup,  CRM, CMS, Portals, IVR, POS, Integration layer, Kiosk, Digital channels, sales & customer care related tools). Will be responsible for the planning and implementation of overall business strategy in order to support Ooredoo Kuwait corporate sales targets in the Enterprise Solutions area including M2M technology.

This role will work across all ICT division in renovating Ooredoo’s ICT Infrastructure by creating a dynamic ICT infrastructure that is easier and less expensive to manage, upgrade and run. Focus in leading the evolution towards convergence, NFV, and SDN. Work closely with Ooredoo group technology divisions, sharing expertise and sponsoring the Unify program.

Responsible for preparing the business plan, and annual budget, and execution of yearly projects, in line with Ooredoo Kuwait and Ooredoo group assumptions and growth plans, both strategically and as requested in roadmap.

Key Accountabilities and Activities:
  • Manage planning and engineering activities and resources in the area responsible for which cover the following but not limited to:

    • Charging & Billing

    • Subscription life cycle management

    • CRM (Customer Relationship Management)

    • Customer Contact Channel

    • Enterprise Integration Layer and Middleware

    • Portals & landing Page.

    • Kiosks and Digital channels

    • Infrastructure Planning

  • Responsible for the overall applications architecture, design, implementation, acceptance until handover to Managed services organization for all IT Services, and Products, launched in Market.    

  • Perform technical system analysis deliverance, right from feasibility study to actual implementation, of new products/services being introduced by Ooredoo Telecom’s Business Teams.

  • Present to commercial team the systems features and capabilities to guide them through their product definition to avoid CR on system

  • Perform internal and external negotiations to achieve high levels of quality and maximal functionality in the technical solutions selected.

  • Provide guidelines on processes and document formulation within planning department for design, engineering and implementation aspects.

  • Serves as a focal point for new technologies, features and system upgrades / enhancements.

  • Evaluate different ICT solutions/architecture is compliant with Ooredoo Telecom security policies.

  • Evaluate and plan hardware and software capacity, licenses, storages. and security.

  • Meet quality and performance KPI with supporting documents.

  • Provide and manage support on special projects as and when assigned by seniors and superiors.
  • Developing and leading an ICT Infrastructure transformation, optimization and convergence roadmap to enable agility & enhance business responsiveness.

  • Lead ICT infrastructure maturity elevation, and strategy preparation

  • Speedily incorporates emerging technologies into the existing infrastructure like cloud computing, software defined data canters and networks virtualization

  • Work closely with B2B team in designing, introducing and implementing innovative new B2B customer services such as, but not limited to, co-location, active cloud services

  • Enhance Infrastructure service delivery quality and process by introducing “provisioning automation”

  • Lower cost of ownership through infrastructure optimization

  • Recommending appropriate capabilities, tools and sequencing of infrastructure projects for utmost business value

  • Promotion of shared infrastructure and applications to reduce costs and improve information flows.

  • Setup and govern short and long term strategies, designs and executions for disaster recovery and business continuity solutions.

  • Work closely with ICT Architect in converging ICT infrastructure to host Core network virtualization in ICT private cloud.

  • Formulation of yearly ICT infrastructure CAPEX targets with minimum of deviations during the course of the year

  • Drive, design and implement documentation and progress reviews for all key infrastructure deployments and report to the Senior management at regular management meetings

  • Incorporate Enterprise Architecture and IT security best practices in ICT infrastructure solutions and designs

  • Work closely with Service assurance team assuring ICT infrastructure meets availability and performance KPI’s

  • Aligning any new project or implementation with OOREDOO group for the respective department strategy & Roadmap.

  • Assess new ICT Solutions market trends and map them to the Company Application environment to leverage their benefits. Covering current Application setup analysis, business cases writing, comparative ROI documents, etc.

  • Participating in OOREDOO group strategies  and competency canters covering strategy drafting and knowledge sharing with Ooredoo OPCO’s

  • Work with stakeholders, both management level and SME level across the organization and within ICT division to contribute in building the holistic view of the organization's strategy, processes, and link this to the ICT department strategy. 

  • Feasibility analysis of any new Application requirement

  • Manage and supervise new projects in line with The Company agreed strategy

  • Provide input and accountable at finalizing of yearly CAPEX targets with minimum of deviations during the course of the year.

  • Technical document creation (Projects Specifications document, engagement documents, RFP’s and RFQ’s, Evaluation sheets, etc.) as per The Company  processes & procedures

  • Produce project plans, resource plans, material cost plans and risk assessment on all technical projects.

  • Manage day to day issuing of work orders to operations team for any system change

  • Ensure any project completion and closure by obtaining sign off from all The Company  main stakeholders (i.e. Operations & Business teams)

  • Ensure that upper management is informed on all critical issues pertaining to the area responsible for and makes recommendation for improvements.

  • Proactively manage and motivate the team to be highly professional and results oriented.

  • Providing the necessary leadership and skills to help successfully execute the IT Services & infrastructure transformation and convergence strategy

  • Work to improve employee performance through personal coaching and identifying training and development needs.

  • Recruit reporting staff as required.

  • Conduct annual performance appraisals (Performance Management System) and ensure objectives set are monitored and achieved.

  • Proactively take responsibility for self improvement by staying well-informed of developments, knowledge and innovations in relevant field of expertise.

  • Participate in seminars and conferences for gathering global insight into telecom technological and business strategies and utilize the gathered information for Ooredoo Telecom’s benefit.

  • Other duties as directed by supervisor or other superiors.

 

 

Qualifications:
  • Knowledge of key mobile telecom BSS / ESS systems, platforms and technologies, including hardware and software components
  • Advanced working knowledge of GSM and BSS/ESS Applications and IT, Oracle applications, Portal, Java, WEB development experience.
  • Knowledge of software development life cycle and project life cycle
  • Hands-on experience in analysis and implementation of software
  • Telecom industry knowledge would be an advantage
  • Good knowledge of MS Office applications like Excel, Word etc.
  • Excellent command of both written and verbal English, Arabic would be an advantage

  • Bachelor degree in Computer Science/ Telecoms / Communications / Electronics Engineering or related discipline and appropriate registration with a recognized professional institute
