VAC7876 - Expert – Procurement Systems, Processes and Governance (Omani or GCC Nationals)

Ooredoo Oman Family Member:
As an Expert- Procurement Systems, Processes and Governance,you will be responsible for the end to end execution of Procurement including management of the tendering process, approval for and awarding of contract (s) and subsequent contract and supplier performance management.
Core Responsibilities:

You will be responsible of the following:

• Undertakes full responsibility for Ooredoo procurement systems (Tejari, Oracle, i-Valua) from design, development & up-keeping point of view.

• Technically and functionally capable of being Super user with deep knowledge of implementing and maintaining ERP systems.

• Undertakes full responsibility of increasing system automation footprint via existing systems – if ever possible – with most cost-efficient solution

• End to end ownership in promoting self-service for all related parties i.e. buyers, end-users, and suppliers

• To provide training to various users and resolve day to day operations problems.

• Hands on knowledge of introducing data analytics platform and self-service dashboards and ability to auto generate various reports.

• Automate departmental recurrent reports i.e. departmental weekly reports, Ooredoo Group OG monthly report, OG quarterly reports.

• Maintains all relevant paperwork in a well ordered fashion.

• End to end ownership in designing, developing and coordinating the approvals for Procurement processes and procedures.

• Enabling the approved processes and procedures in various ERP systems following the work flows and financial approvals matrix (Process Automation).

• Always striving to improve the existing processes and going all out to make things more efficient.

• Maintain all related tasks of departmental SLAs and KPIs: definition, measurement, enhancements, and automation.

• Ensuring that Ooredoo Oman processes and Procedures are in full compliance with Ooredoo group policy frameworks and also Ooredoo Oman governance matrix.

• Hands on knowledge and language skills to write (or update) various Procurement processes and procedures from time to time.

• Ability to plan and manage internal & external audits successfully.

• Be fully responsible and accountable for implementation of Audit findings including suitable adjustments to existing processes and operating procedures.

• Assist the Procurement Director for the preparation of Tender committee documents including the records keeping

• Proactively check that all Tender committee decisions have been implemented across the Procurement and other functions within Ooredoo Oman.

• Maintain all relevant works regarding departmental annual budget within Annual Operating Plan (AOP) exercise 

• Manage Annual Sourcing Plan (ASP) exercise including Ooredoo Group Strategic Sourcing (OGSS) alignment 

• Maintain in a well-documented manner all departmental recurrent reports i.e. saving reports (monthly/ quarterly/ annually), departmental weekly reports, Ooredoo Group (OG) monthly report, and OG CPO-Forum quarterly reports.



The Person:

You should have a university degree in Engineering/ Business or finance is required.   An MBA would be an advantage OR PG Diploma in SCM operations ,you should have a minimum of 6–8 years in procurement function with minimum of 3 years in Category Team Lead/ Category Manager role, 3-5 years in similar function in a large company (possibly in the telecommunications sector), international experience a plus, familiarity with key telecom services and equipment, knowledge about Oman taxation, planning and managing procurement activities, taking responsibility for decisions, seeking advice where appropriate, experience of procurement, experience of contract management, technical awareness, analysis and problem solving, experience of dealing with legal advisors, excellent report writing, English and strong computer skills, MS package, email, internet.

Skills Required:
• CIPS  would be an advantage
• Should have knowledge of Telecom services and equipments.
• Excellent knowledge in Telecom operations
• Excellent communication and persuasion skills
• Good problem solving skills
• Good vendor management skills
• Very good written/ spoken English
• Strong leadership and interpersonal skills
