As the Analyst- Regulatory Economics & Profitability Management you will be required to  assist in preparation, analyses, reports to present regulatory financial statements/separated regulatory accounts and product/service/rate plan/BU wise profitability reports by periodic update, upkeep and modification (if required) of the comprehensive economic/regulatory cost models using all three methodologies including HCA, CCA and LRIC. To support regulatory finance decision making information impacting pricing, profitability and approval from the regulator.

Core Responsibilities:

Your responsibilities would be:

  • To ensure quality of financial and operational inputs for Cost Model

  • Extraction of financial data from ERP and other data sources (GL, WACC, FAR, technical & other subsidiary financial databases)

  • Ensure quality in data-gathering and maintenance of Activity Time Reports (ATRs)

  • Ensure quality in data-gathering and regularity in maintenance of Operational statistics on monthly/quarterly/annual basis with audit trail.

  • Update templates of inputs to the cost model

  • Quality assurance in cost modelling inputs, processes and outputs. Ensure responsibility hierarchy tracking, documentation and audit trail

  • Ensure all allocations, valuations, forecasts and estimates are in line with the requirements and best practices.

  • Operate, quality check and finalise, Regulatory Costing/Economic models:

    Fully allocated historic and current cost accounting (HCA/CCA) and Top Down Long Run Incremental Cost model for Mobile and Fixed networks

  • Reconciliation of input data with management accounts and GL, and between all models for cost outputs and formulation of wholesale and retail services

  • Provide costing information report in a format designed to ensure relevant information for decision making.
  • Maintenance, update and integration of FCA/CCA/ LRIC cost models with all supporting data
  • Provide output reports from CostPerform relating to Regulatory Financial Statements for each financial year and validating with supporting data.
  • Prepare Regulatory Financial Statements and accompanied Reports/ Documents for submission to TRA - Annual FDC/HCA, FDC/CCA and LRIC results as per AS regulation and management’s requirements.
  • To assist in finalising the results and SRAs for management approval.
  • To prepare draft accounts for submission of annual SRA for regulatory audit.
  • To maintain and annually update Accounting Documents {Accounting Separation Methodology Documentation (ASMD), Detailed Attribution Methodology (DAM), Detailed Valuation Methodology (DVM) and LRIC Methodology documents.

  • Assist in quality assurance to support review of the Accounting Documents by regulatory auditors and TRA.

  • Assist in assurance of compliance in model implementation “in accordance with the Accounting Documents”. 

  • Compilation of inputs data of the Accounting Documents for audit trail and supporting audit and regulatory verifications.
  • Assist DH during regulatory audit phase.

  • To arrange and organize data controls and source reliability verification.

  • To provide audit trail of system reports from billing, ERP and operation systems.

  • Assist in completion of the list of audit observations.

  • Keep tracking record for rectification of audit observations.   

  • Provide information to the regulatory auditor as per request.

  • Support in resolving audit observations by providing expert analysis and advice on observations.
  • Assist in quality assurance, report designing and finalization of profitability analysis to help manage retail/ wholesale products and services for various Business Units.
  • Assist in preparation of Management Report on Services Profitability Analysis to support commercial performance of BU’
  • Assist in product wise, segment wise costing models for pricing and margin analysis to support Business Units in developing new products, revamping, reinvigorating and promoting existing product.
  • Maintenance, update and integration of CCA/LRIC cost models to support Wholesale BU’s pricing of interconnect products/ Resellers’ services.
  • Assist in financial evaluation pricing proposal.

  • Assist in supporting business case financial models for new product launches, price revisions and promotions designed by Consumer and Corporate BU’s.

  • Developing customized costing and profitability models for major technologies, services and projects launch support.

  • Assist in providing strategic financial inputs to assist Legal & Regulatory Unit in drafting response on finance-related regulatory consultations/ external communication with TRA, e.g., WACC, ADC determination, USO/QoS obligations, tariff approvals, RIO/ RAO update, interconnection & wholesale tariffs, price benchmarking, competition framework etc.

  • Provide supporting evidence in preparation of responses on TRA requirements within the given timeframe to manage regulatory financial risks and protect company’s interests.

The Person:

You should have a minimum of  minimum 3 to 5 years of experience in regulatory economics and costing, knowledge and skill in using office management, ERP and costing systems, financial ^ Technical cost modelling in telecom networks, activity based costing in telecom business regulatory economics, costing best practices and methodologies (Optional), commercial pricing and marketing principles (Optional) with a bachelor degree in business or finance.
