As the Department Head - Wholesale  you will be responsible for the development, implementation and execution of the Wholesale strategy and day-day management of the Wholesale function and for ensuring delivery of the various tasks identified below. This includes making recommendations to the Executive Management and the Board with respect to Wholesale strategy and annual planning and ensuring implementation of the same once approved. The individual will represent the Company both internally and externally with respect to Wholesale matters and is responsible for developing the wholesale product portfolio of the Company as needed to serve the business of the company and accountable for the secure the Department fulfil the overall targets and responsibility by oversee and manage the Departments staffs delivery against the key activities.

Core Responsibilities:

You will be responsible of developing/formulates, implements and maintain Ooredoo Oman’s national and international wholesale strategy taking into account emerging changes in regulatory, technology and commercial environment, translates the strategy into the AOP and associated budget, tracking and monitoring progress against the plan and reports regularly, driving minimising Ooredoo Oman’s wholesale cost and maximising revenues, identifying potential future wholesale partners, liaising with the technology units within the company and the Ooredoo Group to ensure the technical planning, designing, managing of the international infrastructure is continuously updated and in line with predicted demand, keeping abreast of all technology advances and global trends in order to foresee changing needs of customers on the wholesale/international level and takes appropriate actions to secure the Company can capitalise on those developments, developing the business area of transiting international calls and international voice hubbing, seeking to maximise strategic opportunities and secures Ooredoo presence in international cable projects, overall responsibility  for the commercial implementation of international connectivity including submarine cables by identifying partnerships, negotiate agreements and obtain board approval, responsible for the co-operation with Ooredoo Global services, responsible for achieve Ooredoo Oman’s yearly wholesale revenue targets detailed in the AOP and 3 year plan – historically typically in the region of more than OMR 25M/USD 65M and yearly wholesale cost typically of more than OMR 25M/USD 65M, maintaining control over all wholesale revenue and cost/capacity forecasts, managing departments own internal budget, developing, incubating and roll-out wholesale products and services that fulfil the license requirements including reference access and interconnect offers. developing, incubating and roll-out wholesale product portfolio of regulatory products (carrier select, interconnect access, local loop unbundling etc.) and commercial products (leased line, site sharing, national roaming, reseller products) in order to achieve revenue targets.

Driving the negotiation of and overall responsibility for  the following agreements:

  1. all interconnect agreements, transmission agreements, national roaming agreements, etc. with class I licensed operators current and future.

  2. wholesale agreements including reseller, ISP and MVNO agreements with class II licensed resellers  in Oman (mobile, fixed operators and resellers)

  3. international wholesale agreements with international carriers

  4. international roaming agreement with mobile operators and A2P SMS providers 

  5. IP-transit, submarine cable, signalling and international transmission   

Focal point  for external licensed or international telecom operators and IP providers and the agreements of mutual pricing, responsible for securing the Department as  ‘”customer service” interface for other operators, responsible for the billing, settlement, disputes, claims and complaints with respect to the wholesale area,  developing reference interconnect offer and reference access offer as per the regulatory obligations, proposing actions for lobbying the government ministries regarding telecommunication regulation changes within the wholesale areas to optimise value creation of the Company, communicating company and department strategy and AOP  to the team and ensure their understanding, delegating and empowering the team for decision making and to provide opportunity for growth, leading, managing, motivating, coaching and developing own team members to ensure the highest level of performance at all times and in delivery of  their daily tasks, ensuring all team members have in place performance contracts, are regularly and accurately reviewed and have development plans in place which are executed, identifying development needs and support their delivery to ensure the highest levels of performance across the department and inputs into the development of the  company’s regulatory and wholesale short term and long term plans and strategies. 

 

The Person:

You should have a minimum of10 years’ experience within commercial telecommunications field, 8 years’ experience directly related to the duties and responsibilities specified above, excellent knowledge of international carrier, national interconnect  and regulatory issues and their development, international experience, preferably in the MENA region, 

strong experience in:

  • International carrier relations

 and strong  experience in telecommunications regulation.
