VAC6953 - Senior Regulatory Advisor (Omani or GCC National)

As the Senior Regulatory Advisor you will be responsible of managing all company regulatory related issues with a focus on economic regulatory issues and act as a principal interface with the Telecommunications Regulatory Authority (TRA), other omani government bodies/Agencies, and international organisations with respect to regulatory matters for both mobile and fixed licenses.

Core Responsibilities:

You will be responsible of developing and implementing the overall regulatory strategy at group level and support its implementation at operations level, representing the company in dealings with TRA, the MOTC and regional and international bodies at all working levels including attending related GCC, regional and international meetings in relations to regulatory matters, leading and fostering communication and information sharing within ooredoo group and within operations on regulatory and related issues, managing communications with TRA including ensuring that required reporting and requirements are complied with in a timely manner, providing support, direction and governance to the business in the preparation of responses to public consultations, investigations, regulatory audits and other queries issued by the respective regulators and related government ministries, assisting strategy and legal in ensuring that regulatory risks of new investment opportunities are fully taken into account, managing regulatory compliance and reporting requirements including but not limited to:  

  • Compliance with mobile and fixed licenses
  • Tariff and pricing approvals  
  • Quality of service
  • Termination rates (including working with LRIC models)
  • Accounting separation
  • Competition framework 
  • Wholesale price setting including international
  • Access to services including RAIO, MNP, FNP etc
  • ISP development
  • Security related matters

Preparing necessary reports for internal stakeholders and external, high interaction with technical departments, wholesale, strategic, commercial  and legal functions within the organisation and working with other telecommunication providers (including resellers), national and international, both from an interconnection perspective and also to develop industry positions with respect to key policy developments.  

     

The Person:

You should have minimum of 8 years experience in regulatory or similar role with knowledge and understanding of different telecommunications legal and regulatory frameworks, solid understanding of the basic goals and objectives of government telecommunications regulations, proven ability to assess business impact of government policies, laws and  determinations, ability to interact effectively and appropriately with government institutes and knowledge and understanding of different telecommunications legal and regulatory frameworks with a university graduate preferably law, economics or engineering but the position is open to graduates from any discipline.
