As the Specialist – Regulatory you  will be responsible of supporting the business in achieving its strategic goals, managing and mitigating regulatory risks, preparing the business for forthcoming regulatory decisions and increasing the likelihood of achieving more favourable regulatory outcomes.

Core Responsibilities:

You will be responsible of developing and implementing the overall regulatory strategy at group level and support its implementation at operations level, presenting the company in dealing with TRA, MOTC and regional and international bodies at all working levels and attending related GCC, regional and international meetings in relations to technical regulatory affairs, leading and fostering communication and information sharing within Ooredoo Group and within operations on regulatory and related issues, managing all technical communication with TRA including ensuring that required reporting and requirements are complied with in a timely manner, providing support, direction and governance to the business in the preparation of responses to public consultations, investigations, regulatory audits and other queries issued by the respective regulators and related government ministries, assisting Group Strategy and Group Legal in ensuring that regulatory risks of new investment opportunities are fully taken into account, managing regulatory compliance and requirements issues including but not limited to:  

      • Compliance with mobile and fixed licenses

      • Rollout of fixed network and introduction of fixed services

      • Quality of Service

      • Termination rates (including working with LRIC models)

      • Accounting separation

      • Carrier selection

      • Frequency management and allocation

      • Infrastructure sharing

      • Mobile and fixed line resale
      • Wholesale price setting including international
      • MNP
      • ISP Development
      • Security realted matters

Preparing necessary reports for internal stakeholders and external, high interaction with technical departments, wholesale, strategic ,commercial  and Legal functions within the organisation and working with other telecommunication providers (including resellers),national and international,  both from an interconnection perspective and also to develop industry positions with respect to key policy developments. 

The Person:

You should have minimum of 4 years  experience directly related to duties and responsibilities, telecommunications regulatory experience is a must, solid understanding of the basic goals and objectives of the government telecommunications regulations, capacity to assess business impact of government policies, laws, determinations, etc, knowledge and understanding of different legal and telecommunications regulatory frameworks and associated best practices, strong regulatory advice, advocacy, negotiation and dispute resolution skills, experience in complex regulatory and technical telecommunications matters and knowledge and understanding of different telecommunications legal and regulatory frameworks with a  relevant bachelor degree.
